Kết quả đạt được của cơ chế hỗ trợ hạ tầng CCN
Thực hiện Quyết định 60/2010/QĐ-TTg, trong giai đoạn 2011-2015 ngân sách trung ướng đã đầu tư 408 tỷ đồng hỗ trợ xây dựng 81 cụm công nghiệp tại 32/45 địa phương thuộc đối tượng của chương trình; bình quân 5 tỷ đồng/cụm và 12,75 tỷ đồng/tỉnh.
Việc thực hiện cơ chế hỗ trợ hạ tầng Cụm công nghiệp từ Ngân sách trung ương thời gian qua đã thể hiện sự quan tâm sâu sắc, cố gắng của Nhà nước đối với sự nghiệp phát triển công nghiệp nói chung, phát triển Cụm công nghiệp nói riêng; từ đó, giúp cho các doanh nghiệp (chủ yếu là các doanh nghiệp nhỏ và vừa) ở khu vực nông thôn tiếp cận được mặt bằng thuận lợi, ổn định để đầu tư sản xuất kinh doanh.
Mặc dù chưa có văn bản quy phạm pháp luật quy định rõ quy trình phối hợp, hướng dẫn triển khai thực hiện cơ chế hỗ trợ hạ tầng CCN nhưng Bộ Công Thương và Bộ Kế hoạch và Đầu tư đã phối hợp, ban hành các văn bản hướng dẫn các địa phương đề xuất thực hiện. Trong phân bổ vốn Ngân sách trung ương hỗ trợ Cụm công nghiệp (từ năm 2012 đến nay) đã ghi rõ tên từng Cụm công nghiệp, giúp các địa phương có cơ sở phân bổ tiếp đến đúng đối tượng quy định. Về phía các địa phương, đã có sự phân công, phối hợp giữa các Sở Công Thương, Sở Kế hoạch và Đầu tư, ngành, đơn vị có liên quan trong xây dựng kế hoạch, phân bổ vốn và triển khai thực hiện sau khi được ghi vốn hỗ trợ.
Tuy kinh phí hỗ trợ chưa được nhiều nhưng bước đầu đã góp phần tích cực cùng ngân sách địa phương hỗ trợ các chủ đầu tư hạ tầng tháo gỡ khó khăn về vốn để đầu tư một số hạng mục hạ tầng thiết yếu, nhanh chóng thu hút đầu tư, tăng tỷ lệ lấp đầy, thúc đẩy thực hiện nhiệm vụ phát triển Kinh tế- xã hội trên địa bàn.
