Công tác chuẩn bị dự án đầu tư phát triển lưới điện truyền tải điện của Tổng công ty Truyền tải điện Quốc gia căn cứ trên cơ cở quy hoạch điện 7 của Chính phủ phê duyệt làm căn cứ tiến độ thực hiện. Do đó việc thực hiện dự án đầu tư là nhiệm vụ chính trị, đảm bảo an ninh năng lượng phát triển đất nước theo kế hoạch đa lập. Các giai đoạn a) Nghiên cứu phát hiện cơ hội đầu tư; b) Nghiên cứu tiến khả thi là không thực hiên và không xét đến trong khuôn khổ lập dự án án đầu tư (báo cáo nghiên cứu khả thi) của EVNNPT
