Khi giá thị trường bằng hoặc cao hơ

Khi giá thị trường bằng hoặc cao hơn giá lúa định hướng thì Chính phủ sẽ không can thiệp. Ngược lại, khi giá lúa thấp hơn giá định hướng, Bộ nông nghiệp và phát triển nông thôn sẽ chịu trách nhiệm chính, cùng phối hợp với các đơn vị như Bộ Tài chính, Bộ Công thương, Ngân hàng Nhà nước và Hiệp hội lương thực Việt Nam (VFA) đề xuất Thủ tướng xem xét và đưa ra các giải pháp cụ thể để giữ giá thị trường mặt hàng gạo không thấp hơn giá lúa định hướng đồng thời đảm bảo xuất khẩu gạo đạt hiệu quả cao. Tuy nhiên, theo thông tư số 89/2011/TT-BTC “Hướng dẫn về phương pháp xác định giá sàn gạo xuất khẩu” ngày 17/06/2011 của bộ Tài chính, giá sàn gạo xuất khẩu do Hiệp hội Lương thực Việt Nam (VFA) xác định dựa trên các hướng dẫn của bộ Tài chính. Như vậy, hiện nay, giá sàn cho gạo xuất khẩu do VFA tính toán nhằm đảm bảo nông dân có lãi bình quân trên 30% giá thành sản xuất.
