Lùi thời gian thực hiện quyết định số 49/2011/QD-TTg: đến năm 2022 toàn bộ xăng dầu được sử dụng cho giao thông đường bộ ở mức 4 hoặc mức 5

Thuận lợi:
- Phù hợp với hiện trạng kinh doanh xăng dầu, hệ thống phân phối xăng dầu, quản lý chất lượng và nhà nước về xăng dầu.

- Nhà máy lọc dầu Dung Quất: đảm bảo được hoạt động bình thường do Nhà máy đang triển khai thực hiện kết hoạch nâng cấp và mở rộng, đến cuối năm 2021 thì xăng dầu của nhà máy đáp ứng được mức 5

Khó khăn:

- Không đáp ứng được các yêu cầu cho Dự án hỗ trợ chương trình biến đổi khí hậu và tăng trưởng xanh theo tờ trình số 108/TTr- NHNN của ngân hàng nhà nước (xăng dầu cho xe cơ giới có chất lượng ở mức 4)

- Nhà máy lọc hóa dầu Nghi Sơn: Đến năm 2021 Nhà máy mới có thể xem xét việc sửa đổi thiết kế và đầu tư bổ sung để đáp ứng tiêu chuẩn khí thải theo quy định sau khi hoàn thành đánh giá kiểm định độ tin cậy cảu các bên cho vay thực hiện dự án. Do vậy đến năm 2022 sản phẩm xăng dầu của Nhà máy chưa đạt mức 4 hoặc mức 5.
