 Công tác kiện toàn bộ máy lãnh đạ

 Công tác kiện toàn bộ máy lãnh đạo còn chậm, công tác quy hoạch được quan tâm nhưng chưa hiệu quả, chưa tạo động lực làm việc của người lao động. Hàng năm VSD tiến hành quy hoạch cán bộ nguồn tuy nhiên chưa có chính sách đào tạo, bồi dưỡng cho khối cán bộ này.
