Mặc dù có những khác biệt nhất định giữa các quốc gia về quy định phân loại doanh nghiệp song vẫn có thể hiểu: “DNVVN là những cơ sở sản xuất kinh doanh có tư cách pháp nhân, kinh doanh vì mục tiêu lợi nhuận, có quy mô doanh nghiệp trong những giới hạn nhất định tính theo các tiêu thức vốn, lao động, doanh thu, năng lực sản xuất, tổng tài sản, giá trị gia tăng thu được trong từng thời kỳ theo qui định của từng quốc gia”.
Tại Việt Nam, theo Nghị định số 56/2009/NĐ-CP ngày 30/6/2009 thì doanh nghiệp vừa và nhỏ là cơ sở kinh doanh đã đăng ký kinh doanh theo quy định pháp luật, được chia thành ba cấp: siêu nhỏ, nhỏ và vừa theo quy mô tổng nguồn vốn (tổng nguồn vốn tương đương tổng tài sản được xác định trong bảng cân đối kế toán của doanh nghiệp) hoặc số lao động bình quân năm, cụ thể như sau:
