Tăng trưởng kinh tế chỉ dựa vào những lợi thế không căn bản (như xuất khẩu tài nguyên thiên nhiên, sử dụng công nghệ lạc hậu, lao động giá rẻ...) là sự tăng trưởng không bền vững. Khi tài nguyên thiên nhiên cạn kiệt, công nghệ sản xuất lạc hậu và năng lực tài chính không đủ để đổi mới công nghệ và thiết bị, không có sự chuẩn bị tốt về nguồn nhân lực có kỹ năng, tất cả các yếu tố trên sẽ trở thành lực cản lớn cho sự phát triển.
