Ví dụ theo Nghị định của Chính phủ số 63/1998/NĐ-CP ngày 18/08/1998 về quản lý ngoại hối, với mục đích thanh toán tiền nhập khẩu hàng hoá và dịch vụ cho tổ chức, cá nhân ở nước ngoài, các doanh nghiệp được phép mở và duy trì tài khoản ngoại tệ tại các ngân hàng được phép sử dụng ngoại tệ trên tài khoản. Đồng thời theo Quyết định của Thủ tướng Chính phủ số 173/1998/QĐ-TTg ngày 12/9/1998 về nghĩa vụ bán và quyền mua ngoại tệ của người cư trú là tổ chức, các doanh nghiệp phải bán ngay tối thiểu 80% số ngoại tệ thu được từ các nguồn thu vãng lai cho các ngân hàng được phép trong thời hạn 15 ngày làm việc kể từ ngày ngoại tệ được chuyển hoặc nộp vào tài khoản ngoại tệ doạnh nghiệp mở tại ngân hàng
