Từ khi Luật Đất đai năm 2013 có hiệu lực và những văn bản hướng dẫn thi hành luật ra đời đã tạo hành lang pháp lý quan trọng giúp việc thực hiện quyền của người sử dụng đất trên địa bàn huyện ngày càng chặt chẽ, dần đi vào nề nếp và hiệu quả hơn. Tỷ lệ người dân thực hiện quyền sử dụng đất giai đoạn 2011-2015 đến đăng ký làm thủ tục tại cơ quan nhà nước có xu hướng tăng dần, thủ tục hành chính diễn ra đơn giản, nhanh gọn và đúng quy định. Đây là một trong những kết quả tích cực mà huyện Hoành Bồ đã đạt được trong công tác quản lý đất đai. Tuy nhiên, tình trạng thực hiện quyền sử dụng đất mang tính tự phát, không khai báo vẫn còn xảy ra ở tất cả các xã, thị trấn do tâm lý e ngại về chính sách, thủ tục hành chính phiền hà, về giá, về phí,... gây khó khăn cho công tác quản lý đất đai.
