. Mục tiêu và cũng là động lực phát triển nông thôn bền vững là nâng cao chất lượng cuộc sống của người dân, xét trên cả khía cạnh kinh tế, xã hội và môi trường. Theo đó, nông dân phải là nhân vật trung tâm, người được hưởng lợi trước tiên từ những thành quả của quá trình phát triển.

Nội dung của phát triển nông thôn bền vững bao gồm 4 quá trình: Công nghiệp hóa, hiện đại hóa; Đô thị hóa; Kiểm soát dân số; Bảo vệ môi trường sinh thái.

Có thể nói về thực chất của công cuộc chấn hưng đất nước trong bối cảnh hội nhập kinh tế quốc tế là phát triển nông thôn bền vững với 4 quá trình đó.

2. Xét riêng quá trình phát triển nông nghiệp bền vững (bao gồm trồng trọt, chăn nuôi, trồng rừng, nuôi trồng, đánh bắt thủy hải sản), yếu tố đầu tiên và căn bản là nông sản phải đảm bảo 4 yêu cầu:

- Chất lượng sản phẩm phù hợp với yêu cầu ngày càng cao của thị trường, trước hết là đảm bảo tiêu chuẩn quốc tế về vệ sinh an toàn thực phẩm. Đồng thời sản phẩm nông nghiệp phải đa dạng, có hàm lượng công nghệ cao.

- Giá cả nông sản hợp lý, có sức cạnh tranh trên thị trường toàn cầu.

- Khối lượng nông sản phải có quy mô đủ lớn theo yêu cầu thị trường, cụ thể là theo từng yêu cầu của nhà phân phối, nhất là của nhà nhập khẩu nông sản từ Việt Nam.

- Thời gian cung ứng nông sản phải đáp ứng yêu cầu khắt khe của nhà phân phối, nhất là của nhà nhập khẩu nông sản từ Việt Nam.

Muốn đáp ứng 4 yêu cầu trên, nền nông nghiệp phải được phát triển trên các cơ sở: thực hiện một nền nông nghiệp đa chức năng, vừa sản xuất nông phẩm hàng hóa vừa kết hợp phát triển du lịch sinh thái và tạo cảnh quan môi trường sống tốt đẹp cho con người; nông sản phải được sản xuất theo tiêu chuẩn và quy trình GAP (good agriculture practice), ISO.1.4000 và HCACCP; và áp dụng công nghệ cao trong tất cả các khâu của quá trình sản xuất nông nghiệp, từ chọn, tạo, sản xuất giống đến sản xuất và chế biến, bảo quản, tiêu thụ nông sản.
