Việc tiếp tục thực hiện gói kích cầu thứ hai đồng nghĩa với việc sẽ làm tăng thâm hụt ngân sách cho năm sau, vượt qua mức “trường kỳ” vốn có. Tuy năm nay thâm hụt ngân sách ước đoán (6,5% GDP) sẽ thấp hơn đáng kể so với mức Quốc hội cho phép (8% GDP), do lượng tiền kích cầu chưa bơm ra nhiều, song không phải vì thế mà đặt vấn đề ngân sách năm 2010 được phép chi tiêu kích cầu “bù” một cách dễ dàng.
