Toàn cầu hoá và hội nhập kinh tế quốc tế hiện nay đang trở thành một xu thế khách quan và tất yếu của tất cả các nước trên thế giới, không kể các nước đang phát triển hay phát triển, các nước giàu hay nghèo. Trong xu thế đó quốc gia nào có chiến lược, chính sách, biện pháp và công cụ quản lí hợp lí sẽ mang lại lợi ích, sự phát triển về kinh tế cho quốc gia đó, ngược lại sẽ mang lại kết quả xấu
