Luật Đầu tư 2014 đã quy định chi tiết, cụ thể hơn trong hoạt động đầu tư ra nước ngoài bao gồm việc quy định trách nhiệm của nhà đầu tư trong việc huy động các nguồn vốn để thực hiện hoạt động đầu tư ở nước ngoài, xác định rõ thẩm quyền, trách nhiệm của nhà đầu tư, cũng như cơ quan đại diện chủ sở hữu nhà nước và các cơ quan liên quan trong việc quyết định đầu tư, quản lý hoạt động đầu tư ở nước ngoài. Đồng thời, bổ sung một số quy định về thủ tục triển khai hoạt động đầu tư ra nước ngoài nhằm tạo cơ chế giám sát và quản lý chặt chẽ nguồn vốn chuyển ra nước ngoài để thực hiện hoạt động đầu tư.
