Mục tiêu của Chiến lược phát triển

Mục tiêu của Chiến lược phát triển ngành Hải quan đến 2020 (ban hành theo Quyết định số 448/QĐ-TTg ngày 25/3/2011 của Thủ tướng Chính phủ) đã đưa ra: “Xây dựng Hải quan Việt Nam thành một tổ chức hiện đại, thủ tục hải quan đơn giản, hài hòa đạt chuẩn mực thế giới, trên nền tảng ứng dụng công nghệ thông tin, xử lý dữ liệu tập trung, và kỹ thuật quản lý rủi ro, đạt mức độ tự động hóa trong nhóm các nước đứng đầu Đông Nam Á, lực lượng hải quan chuyên nghiệp, chuyên sâu, được trang bị và làm chủ kỹ thuật hiện đại; cập nhật thường xuyên các thành tựu khoa học kỹ thuật…”.
Trong kế hoạch hiện đại hóa năm 2015, ngành Hải quan đặt ra mục tiêu thực hiện các dự án trang bị tàu, thuyền, máy soi, các thiết bị phục kiểm tra, giám sát… Với kế hoạch và phương hướng, mục tiêu như trên, nguồn vốn đầu tư từ Ngân sách là rất lớn. Trong khi đó, tại Chỉ thị 02/TTg của Thủ tướng Chính phủ ngày
14/02/2015 về tăng cường quản lý và nâng cao hiệu quả sử dụng nợ công đã nêu rõ: “Nợ công đang tăng nhanh, dự kiến đến cuối năm 2015 sẽ sát giới hạn Quốc hội phê duyệt” do đó “Trong thời gian tới, để xây dựng nền tảng vững chắc sớm đưa nước ta cơ bản trở thành nước công nghiệp theo hướng hiện đại, cùng với việc tăng cường huy động các nguồn vốn đầu tư từ ngân sách nhà nước và các nguồn lực ngoài nhà nước, Nhà nước vẫn phải sử dụng vốn vay cả trong và ngoài nước để đầu tư phát triển, xây dựng hệ thống kết cấu hạ tầng kinh tế xã hội nhằm thực hiện các mục tiêu, nhiệm vụ phát triển kinh tế xã hội đã đề ra”. Điều đó có nghĩa là Ngân sách Nhà nước đang đứng trước áp lực khó khăn, do phải gánh thêm nhiều các mục tiêu khác. Tình hình trên được dự đoán sẽ còn kéo dài đến năm 2020.
Như vậy, có thể khẳng định, việc thúc đẩy hợp tác đầu tư theo hình thức PPP trong đầu tư, mua sắm và vận hành hệ thống máy soi container trong ngành Hải quan giai đoạn hiện nay là hoàn toàn phù hợp với Chiến lược phát triển Hải quan tới năm 2020, Chỉ thị của Thủ tướng Chính phủ và Kế hoạch cải cách, hiện đại hóa ngành Hải quan trong việc triển khai việc kiểm soát hàng hóa qua cửa khẩu. Đồng
thời, sẽ tăng cường hiệu quả sử dụng các trang thiết bị này và giải quyết hiệu quả các khó khăn về nguồn vốn Ngân sách Nhà nước trong đầu tư công.
