Điều 23. Nhiệm vụ và quyền hạn của Tổng giám đốc
1. Tuân thủ quy định của pháp luật, Điều lệ này và các nghị quyết, quyết định của Hội đồng quản trị.
2. Tổ chức thực hiện kế hoạch hoạt động của Ngân hàng Phát triển Việt Nam, các nghị quyết, quyết định của Hội đồng quản trị.
3. Xây dựng và trình Hội đồng quản trị:
a) Kế hoạch hoạt động, kế hoạch đầu tư phát triển hàng năm và 05 năm;
b) Kế hoạch nguồn vốn và sử dụng vốn; kế hoạch tài chính; kế hoạch tuyển dụng, lao động hàng năm;
c) Quy chế phúc lợi, khen thưởng và kỷ luật đối với người lao động và các vấn đề khác thuộc thẩm quyền của Hội đồng quản trị mà Tổng giám đốc phải trình Hội đồng quản trị theo quy định.

b) plan and use of funds; financial planning; recruitment plans, annual labor;
c) of Regulation benefits, reward and discipline for employees and other issues under the jurisdiction of the Board and CEO to the Board of Directors according to the law.
