Trao đổi với Đất Việt trong chuyến thăm Việt Nam theo Chương trình Phái viên khoa học của TT Mỹ Obama hôm 6/2, Tiến sĩ Rita Colwell cho biết, chương trình này là một trọng tâm nhằm thực hiện cam kết toàn cầu của Mỹ trong lĩnh vực khoa học và công nghệ.
- Phóng viên: Xin bà cho biết về mục đích chuyến thăm Việt Nam lần này?

Rita Colwell: Trong Chương trình Phái viên khoa học, các nhà khoa học xuất sắc sẽ nỗ lực nhằm làm sâu sắc thêm các mối quan hệ đang có và thúc đẩy các mối quan hệ mới với các đối tác nước ngoài, đồng thời nắm được các thông tin từ các quốc gia khác về các lĩnh vực hợp tác tiềm năng mà có thể giúp giải quyết các thách thức toàn cầu và thực hiện các mục tiêu chung. Đây là hình thức xây dựng tình hữu nghị cũng như hợp tác trên cơ sở mang lại lợi ích chung cho các bên.

Bản thân tôi đến Việt Nam trong chương trình này cảm thấy rất vui vì Việt Nam dành một nhiệt tình lớn cho khoa học và giữa hai nước chúng ta có cơ hội lớn cho sự hợp tác.

Việt Nam có dân số trẻ và thông minh cũng như rất nhiệt tình, rất háo hức học hỏi. Việt Nam cũng có tiềm năng lớn khi đạt tăng trưởng kinh tế 6% hàng năm.

- Mỹ sẽ hỗ trợ Việt Nam như thế nào?

- Việt Nam và Hoa Kỳ đều có mối quan tâm giống nhau, chú trọng giáo dục cũng như khoa học - kỹ thuật, chú trọng vai trò của phụ nữ trong khoa học, phát triển đội ngũ kỹ sư làm việc trong ngành công nghệ cao. Chúng tôi hy vọng hai nước tìm ra lĩnh vực hợp tác và cộng tác với nhau và hy vọng hai chính phủ có thể đi đến nhất trí về những chương trình chung về KH-CN, công nghệ sinh học, công nghệ nano, y tế cũng như biến đổi khí hậu. Đây là những chương trình mà chúng ta cần nhất trí để tiến tới hợp tác và trao đổi trợ giúp lẫn nhau và đi đến nghiên cứu và nghiên cứu ứng dụng.

- Kế hoạch cụ thể là gì, thưa bà?

-Có một mối tương quan rất trực tiếp và quan trọng giữa nước sạch và an toàn đối với các gia đình và trẻ em ở mọi tầng lớp xã hội, vì đó là cơ sở cho trẻ phát triển khỏe mạnh, trở thành người có ích cho xã hội. Tôi sẽ cùng các đồng nghiệp Việt Nam làm việc về vấn đề nước sạch này cũng như đất ngập mặn. Đây là điều rất quan trọng với y tế công cộng cũng như kinh tế, an ninh. Còn đối với biến đổi khí hậu, rõ ràng là chính phủ và người dân đều hiểu về nguy cơ này. Việt Nam đã có những hành động thực tế nhằm ứng phó, thích nghi và giảm thiểu những tác động mà biến đổi khí hậu gây ra.

Chương trình Phái viên khoa học (U.S. Science Envoys) là một sáng kiến của Tổng thống Mỹ Obama từ năm 2009. Chương trình gửi các nhà khoa học Mỹ nổi tiếng đến nước ngoài để xác định các cơ hội cho quan hệ đối tác mới trong lĩnh vực KH-CN. TS. Rita Colwell, chuyên gia nghiên cứu về các bệnh truyền nhiễm toàn cầu, nước và sức khaé. TS. R.Colwell hiện đang giảng dạy tại Đại học Maryland và Đại học Johns Hopkins (Mỹ).

Hiện TS R. Colwell đang phát triển một mạng lưới quốc tế nhằm giải quyết các vấn đề liên quan đến các bệnh truyền nhiễm mới nổi và nước sạch cho thế giới.
