Giải pháp về môi trường sinh thái cảnh quan: duy trì đa dạng sinh học hồ Hoàn Kiếm, từng bước tái lập sự cân bằng chuỗi thức ăn, bảo tồn được tính đặc hữu của hệ sinh thái hồ. Khôi phục quần thể sinh vật tương tự với các thủy vực nước ngọt vùng Đồng bằng Bắc Bộ. Các chế phẩm sinh học, sản phẩm xử lý, cải tạo môi trường đề xuất sử dụng phải nằm trong danh mục cho phép lưu hành ở Việt Nam. Gắn các hoạt động cộng đồng với ý thức bảo vệ môi trường hồ. Tăng sức chứa hoạt động công cộng của không gian hồ, điều chỉnh vỏ chất liệu công trình để không làm ảnh hưởng tầm nhìn từ phố ra hồ, thiết kế không gian xung quanh hồ phù hợp với văn hóa tại khu vực hồ. Nâng cao chất lượng hoạt động của phố đi bộ, đồng thời lồng ghép các hoạt động nghệ thuật (hát xẩm, chầu văn, ca trù, rối nước…) tạo sức hấp dẫn cho khu du lịch phố cổ.
