Trên cơ sở đó, CIEM đưa ra bốn khuyến nghị để tăng năng suất lao động trong bối cảnh hội nhập sâu sắc. Đặc biệt, khi Việt Nam gia nhập Cộng đồng Kinh tế ASEAN (AEC) và một trong bốn trụ cột lớn của khối này là lao động được tự do di chuyển. Khi đó, nếu năng suất lao động thấp, lao động Việt Nam sẽ bị bật ra khỏi cuộc chơi.
