Sau khi nghiên cứu bản hợp đồng thầu chính giữa tập đoàn SIMOUANG với công ty DOWOO và bản hợp đồng thầu phụ giữa công ty DOWOO với công ty OCVINA và các quy định của pháp luật CHDCND Lào, chúng tôi thấy bản hợp đồng đó không phù hợp với quy định, chúng tôi đã thông báo cho công ty TNHH XD Phết Cha Lơn cũng như theo đề nghị của công ty TNHHXD Phết Cha Lơn về khả năng tài chính không đáp ứng việc tổ chức tự tổ chức thi công nên đã có công văn số 05/2015/CV-CT ngày 12/07/2015 gửi công ty OCVINA đề nghị huỷ bỏ hợp đồng số: 32/2015/HĐKT ngày 10/07/2015 và hai bên đã lập biên bản thanh lý ngày 14/07/2015 huỷ bỏ hợp đồng số: 32/2015/HĐKT ngày 10/07/2015. Hai bên đã ký hợp đồng số: 32/2015/HĐKT ngày 14/07/2015 thuê phương tiện, máy móc và nhân công lao động phổ thông vào thi công một số phần việc của công trình
