Maslow đã chỉ ra trong mỗi con ngưòi luôn co nhu cầu và nó được chia thành 5 nấc thang từ thấp đến cao. Herzberg lại nhấn mạnh 2 yếu tố là thúc đẩy và duy trì.

Khi con người đã thoả mãn yếu tố này rồi thì trong họ sẽ nảy sinh nhu cầu khác cao hơn nhu cầu trước đó. Tuy nhiên để thoả mãn tiếp được nhu cầu cao đó thì một vấn đề đặt ra là vẫn phải duy trì được nhu cầu trước đó. Khi đó mục tiêu họ đặt ra là thoả mãn nhu cầu cao hơn. Nhu cầu và động cơ của họ kết hợp với mục tiêu mà họ đặt ra sẽ tạo thành hành vi của họ. Vì thế nếu trọng một doanh nghiệp, chế độ chính sách mà đảm bảo tốt cho người lao động thì sẽ kích thích người lao động hăng say làm việc. Hành vi của họ sẽ có tác động tích cực đến quá trình hoạt động của doanh nghiệp. Mặt khác nếu chế đọ chính sách của doanh nghiệp mà không thảo mãn được nhu cầu cho người lao động thì sẽ không thể kích thích họ hăng say làm việc được.
