Nghệ thuật chiến tranh và chiến lược quân sự Việt Nam đã quán triệt sâu sắc tư tưởng chiến lược tiến công để chỉ đạo các hoạt động quân sự của đông đảo quần chúng kết hợp chặt chẽ đấu tranh chính trị, binh vận. cuộc đấu tranh của nhân dân ta ở miền Nam từ khởi nghĩa vũ trang đã phát triển thành chiến tranh cách mạng. trong quá trình đó, nghệ thuật quân sự và chiến lược quân sự chỉ đạo đấu tranh chính trị là chủ yếu, đồng thời có vũ trang hỗ trợ . khi đế quốc Mỹ phát động cuộc chiến tranh chống lại nhân dân yêu nước miền Nam, thì chiến lược quân sự chỉ đạo của ta là đưa đấu tranh vũ trang song song với đấu tranh chính trị .trong sự kết hợp đấu tranh vũ trang và chính trị, thì đấu tranh vũ trang là căn bản. song 2 phương pháp đấu tranh này luôn song hành và bổ sung cho nhau, hổ trợ lẫn nhau, sự kết hợp hai mặt đấu tranh vũ trang và chính trị trở thành quy luật giành thắng lợi của chiến tranh cách mạng miền Nam. Trong quá trình đấu tranh lâu dài, trong khi kết hợp chặt chẽ đấu tranh vũ trang với đấu tranh chính trị, Đảng ta luôn quan tâm công tác binh vận. Dưới khẩu hiệu “công nông binh liên hiệp”, chúng ta thường xuyên đẩy mạnh công tác tuyên truyền, vận động là thức tỉnh quân địch, nhằm giác ngộ họ quay về con đường chính nghĩa, lôi kéo họ về phía cách mạng. Công tác binh vận muốn có kết quả phải do toàn dân tiến hành, áp dụng nhiều hình thức linh hoạt, biết lợi dụng mọi quan hệ của địch, đặc biệt là quan hệ gia đình, và có tổ chức lãnh đạo thống nhất. Một vấn đề rất lớn là phải có chính sách đúng đắn, muốn có kết quả, công tác binh vận phải phối hợp chặt chẽ với đấu tranh vũ trang và chính trị, với tác chiến và nổi dậy.
