Hiện nay, Cục CNĐP đang tham mưu giúp Bộ Công Thương hoàn thành báo cáo tổng kết, đánh giá 5 năm thực hiện Quyết định số 105/2009/QĐ-TTg. Qua tổng hợp, đánh giá bước đầu, chúng tôi cho rằng, một số nội dung chính cần sửa đổi, bổ sung về công tác quản lý cụm công nghiệp như: Các tiêu chí quy hoạch, thành lập, mở rộng cụm công nghiệp cần sửa đổi, bổ sung theo hướng quy định cụ thể, chi tiết về trình tự thủ tục, hồ sơ trong công tác lập và phê duyệt để đảm bảo quản lý chặt chẽ, hiệu quả, khả thi trong quá trình triển khai; Về mô hình chủ đầu tư xây dựng hạ tầng cụm công nghiệp theo hướng khuyến khích doanh nghiệp làm chủ đầu tư kinh doanh hạ tầng; Có cơ chế phối hợp các cơ quan quản lý ở địa phương trong việc hướng dẫn, giải quyết các thủ tục hành chính liên quan đến triển khai dự án đầu tư xây dựng kết cấu hạ tầng cụm công nghiệp và các dự án đầu tư sản xuất kinh doanh trong cụm công nghiệp theo nguyên tắc một đầu mối, tại chỗ để hỗ trợ các doanh nghiệp, cơ sở công nghiệp nông thôn; Bổ sung các quy định về cơ chế hỗ trợ, chính sách phát triển cụm công nghiệp, đặc biệt là phát triển cụm công nghiệp ở các địa phương có điều kiện kinh tế- xã hội khó khăn; Phân công trách nhiệm rõ ràng, cụ thể hơn của từng Bộ trong việc chỉ đạo thực hiện công tác quản lý nhà nước về cụm công nghiệp, phân công trách nhiệm cụ thể đối với các Sở, ban, ngành tại địa phương, ủy ban nhân dân cấp huyện trong công tác quản lý cụm công nghiệp trên địa bàn.
