Ngoài ra, còn nhiều những quy định của Nhà nước đối với các doanh nghiệp còn chưa được thực hiện đầy đủ, cụ thể là những quy định về chế độ kiểm toán bắt buộc, về thống nhất chuẩn mực kế toán doanh nghiệp…chưa được các doanh nghiệp thực hiện một cách nghiêm túc đã gây khó khăn cho công tác thẩm định của Ngân hàng.
