Các vườn quốc gia, khu bảo tồn thiên nhiên cần chú trọng tổ chức hệ thống theo chiều sâu hơn là chiều rộng, có nghĩa là phải bảo vệ được các sinh cảnh sống của các loài động vật hoang dã.

Địa phương có loài động vật nguy cấp, quý hiếm phân bố cần xây dựng nhiều hành lang xanh, hành lang bảo vệ, phát triển các loài động vật quý hiếm có nguy cơ bị tuyệt chủng, đồng thời khuyến khích áp dụng những công nghệ sinh học phù hợp, tổ chức xây dựng trang trại, hộ gia đình nhân nuôi các loài động vật hoang dã, quý hiếm phục vụ cho công tác bảo tồn và phát triển kinh tế xã hội dựa trên phương châm cân bằng sinh thái và phát triển bền vững.

Các cơ quan chức năng cần có quy chế, chế tài cụ thể nhằm đảm bảo các điều kiện để tăng cường sự tham gia của cộng đồng vào bảo vệ động vật hoang dã. Đối với các vùng, khu vực, nhà quản lý, hoạch định chính sách các cấp cần xây dựng và triển khai thường xuyên các chương trình nâng cao nhận thức cho toàn xã hội với các hình thức, nội dung phù hợp cho từng đối tượng và đặc điểm tình hình của địa phương.

Đồng thời các cơ quan quản lý nhà nước như cảnh sát môi trường, cảnh sát biển, kiểm lâm, hải quan và cán bộ các vườn quốc gia Cúc Phương, khu bảo tồn thiên nhiên, lâm trường cần cập nhật thông tin và nâng cao năng lực và kỹ năng bảo vệ động vật hoang dã.
