Doanh nghiệp nhỏ không hoạt động một mình,mà trong một môi trường kinh doanh được hình thành bởi các chính sách của chính phủ,các tổ chức trong và ngoài quốc doanh,cơ sở hạ tầng và nhiều yếu tố khác.Các doanh nghiệp nhỏ thường xuyên phải đối mặt với rất nhiều khó khăn như môi trường vĩ mô không ổn định, cơ sở hạ tầng nghèo nàn, nạn tham nhũng tràn lan và khó khăn trong việc thực hiện hợp đồng và quyền sở hữu tài sản. Ngoài ra còn có nhiều yếu tố khác cản trở họ như những sách nhiễu quá mức về các loại giấy phép,thanh tra,lệ phí,thuế khóa hay các cơ chế quản lý nặng nề khác.
