Theo quan điểm của Ngân hàng Phát triển Châu Á (ADB): “Tài chính vi mô (TCVM) là việc cung cấp một phạm vi rộng các dịch vụ tài chính như tiền gửi, tài khoản tiết kiệm, thanh toán, bảo hiểm, chuyển tiền cho người nghèo hoặc các hộ gia đình có thu nhập thấp, cho những hoạt động kinh doanh cá thể hoặc doanh nghiệp rất nhỏ”
