I. Introduction
1.1. Previuos studies
Review on the following previous studies is made based on the result of field reconnaissance so far made and additional studies on the basis of available data, information and reports relevant to the Project:
a) SAPROF report prepared by JBIC (October 2000)
b) Pre-F/S on Resettlement Project for the Phan Ri - Phan Thiet Irrigation Project (May 2000)
c) F/S on Resettlement and Migration Project for Phan Ri - Phan Thiet Irrigation Project (July 2001)
d) Agricultural maps prepared by Sub-NIAPP No. II (July 2001)
e) Environmental Impact Assessment of Phan Ri - Phan Thiet Irrigation Project (October 2000)
f) Phan ri - phan thiet irrigation project (survey and detailed design stage). Agricultural production report. Nippon koei co., ltd.in association with

This report was prepared in accordance with the Terms of Reference for the agricultural production expert included in the Consulting Services for Phan Ri - Phan Thiet Irrigation Project (the Project) in the Contract singed on March 04, 2016 between JICAVietnam and Vietnam National University of Agriculture.

1.2 Duration of Assignment
The assignment period of the agricultural production expert was two months from March 4 to May 6, 2016.

1.3 Terms of Reference
The detailed terms of reference in the Contract those specify the services including the agronomic and agricultural aspects are as described below:
“Review on technical feasibility of production and cropping pattern mentioned in the approved feasibility study especially for cotton production on the view of its high degree of fertilizer requirement and environmental impact.
a) General Planning for economic and societ until 2020 of BacBinh district;
b) Planning for land use untila 2020 and plan of land using in first period 2011 – 2015 of BacBinh district, BinhThuan province

c) Statistic books and maps of BacBinh district
d) To review climate factor, soil condition and water demand of main crop planted in Bac Binh district.
e) To survey on labor requirement and cost for main crop production, and to propose potential cost-sharing mechanism in view of high input requirements.
f) To propose appropriate crop production mechanism in the project area with integrated extension services and resettlement programs based on the review made


1.4 The Technical Approach
To fulfill the requirement described in the terms of references mentioned above, a technical approach of the agronomic and agricultural aspects to formulate the agricultural development plan was carefully adopted with emphasis on the following main components:
(a) Purpose of the Project
Land use plan
The soils in the Project Area consist of sands, alluvial soils, gray soils and yellow and red soils. In the land use planning, it is important to select the crops, which are suitable to respective soil condition. In the Project Area, it is observed that the paddy fields have been opened wherever irrigation water is available regardless of soil condition, because paddy is the most important crop in the area and the irrigation water availability is very limited. Due to this, some paddy fields have high percolation and their productivity is low. In such areas, the introduction of upland crops and fruit tree should be considered.
At present, the Government is placing a high priority on cotton production in the Project Area and intending to expand its cultivation area from some 240 ha of the presently cultivated area to more than 9,000 ha in the Project Area. For introducing cotton crop to such a large area, however, it would be necessary to make a justification study from the viewpoints of technical possibility, profitability and marketability.
Farm management plan
The Project Area is recognized to be poor and some of the inhabitants have a difficulty in getting sufficient foodstuff. Moreover, there are many illegal free migrant in the area, which may cause uneasiness of welfare. Taking into account these unfavorable social conditions in the area, the basic concept for farm management plan should be placed on: (i) security of food particularly for supply level of rice for regional inhabitants through raising and stabilizing production; (ii) enhancement of land productivity through land development with irrigation and drainage systems; (iii) diversification of crops followed to the Government policy to promote the market economy; and (iv) enhancement of farm economy to contribute to upgrading living standard of the inhabitants.
Under the above-mentioned concepts, the technical and economic viability for introduction of the diversified cropping system including cotton and paddy as the main crops, maize, beans, etc. are studied. Along with the study, farmers’ intention and the latest policy of the governments at each level especially to promote cotton production in the Project Area
