Để có được những chủ trương sách lược, chiến lược khoa học sáng tạo Trung Ương đảng và chủ tịch Hồ Chí Minh đã tiến hành họp các hội nghị, đại hội để đề ra những nghị quyết, chỉ thị quan trọng có tính quyết định để làm nên những thắng lợi vang dội, những điều đó đã được cụ thể hóa phù hợp với từng giai đoạn cách mạng.
Hội nghị lần thứ 15 Ban Chấp hành Trung ương Đảng họp tháng 1- 1959 tại thủ đô Hà Nội. Hội nghị đã đưa ra những phân tích về tình hình của miền Nam chỉ rõ những mâu thuẫn trong xã hội Việt Nam lúc bấy giờ. Hội nghị xác định: động lực cách mạng là giai cấp công nhân, giai cấp nông dân , giai cấp tiểu tư sản. Lực lượng cách mạng bao gồm: Công nhân-nông dân-tiểu sư sản, tư sản dân tộc. Hội nghị kêu gọi các tầng lớp nhân dân kiên quyết đấu tranh, bền bỉ chiến đấu chống chính sách can thiệp của Mỹ chuẩn bị cho chiến tranh chống đế quốc Mỹ. Hội nghị xác định nhiệm vụ của cách mạng miền Nam lúc bấy giờ: “ giải phóng miền Nam khỏi ách thống trị đế quốc và phong kiến, hoàn thành cách mạng dân tộc và dân chủ ở miền Nam, thực hiên độc lập dân chủ và người cày có ruộng, góp phần xây dựng một nước Việt Nam hòa bình, thống nhất, độc lập , dân chủ và giàu mạnh”
Con đường cách mạng là con đường giúp cho nhân dân miền Nam đi tới việc giải phóng khỏi ách xiềng xích nô lệ của đế quốc Mỹ. Thắng lợi cách mạng sẽ chấm dứt cảnh khổ cực của nhân dân, làm sụp đổ mọi âm mưu xâm lược , chia cắt của đế quốc Mỹ. Nghị quyết hội nghị 15 của Trung ương Đảng đề ra chủ trương : “lấy sức mạnh của quần chúng, dựa vaò lực lượng chính trị của quần chúng là chủ yếu, kết hợp với lực lượng vũ trang để đánh dổ quyền thống trị của đế quốc và phong kiến, dựng lên chính quyền cách mạng của nhân dân”.
