Trong năm 2015, mặc dù tình hình dịch bệnh diễn biến phức tạp (bệnh dịch sởi, thủy đậu, sốt xuất huyết, dịch ho gà) nhưng với sự chủ động của Bộ Y tế về việc lập kế hoạch cung ứng thuốc nên thị trường dược phẩm nhìn chung ổn định. Nguồn cung ứng thuốc đảm bảo, đáp ứng tốt nhu cầu phòng, chữa bệnh cho nhân dân.

Về giá nhập khẩu thuốc (giá CIF): Các thị trường chính cung cấp thuốc vào nước ta là Ấn Độ, Hàn Quốc, Pháp, Ý. Nhìn chung, giá thuốc nhập khẩu có biến động tăng/giảm nhưng số lượng mặt hàng có giá biến động không nhiều.

Về đấu thầu thuốc: Thực hiện theo quy định tại TTLT số 01/2012/TTLT-BYT-BTC ngày 19/1/2012 và TTLT số 36/2013/TTLT-BYT-BTC ngày 11/11/2013; trong đó phân chia rõ các nhóm thuốc nên cho phép bệnh viện có nhiều cơ hội lựa chọn các thuốc với sinh khả dụng khác nhau đồng thời tăng cường cạnh tranh trong đấu thầu và có các quy định cụ thể, rõ ràng ưu tiên thuốc sản xuất trong nước trong đấu thầu thuốc.

Những nguyên nhân chủ yếu làm giá thuốc trên thị trường 2015 ổn định là: do áp lực canh tranh trên thị trường dược phẩm; việc tiếp tục tăng cường rà soát tính hợp lý của giá thuốc kê khai/kê khai lại của các cơ quan quản lý nhà nước về giá thuốc (Bộ Y tế, Sở Y tế); việc mua thuốc sử dụng tại các cơ sở y tế công lập theo TTLT số 01/2012/TTLT-BYT-BTC ngày 19/1/2012 và TTLT số 36/2013/TTLT-BYT-BTC ngày 11/11/2013 đảm bảo các nguyên tắc cạnh tranh, minh bạch và hiệu quả kinh tế.
