Các quốc gia mới nổi và đang phát triển vùng nhiệt đới này thường có khá nhiều luật, quy định và quy chuẩn kỹ thuật về môi trường, tuy nhiên các điều luật, quy định và quy chuẩn này không tuân thủ một hệ thống nhất định mà lại được đề cập trong toàn bộ hệ thống luật của quốc gia đó. Chính vì vậy, điều quan trọng đầu tiên là ta phải có cơ sở dữ liệu thông tin đầy đủ về các luật, quy định và quy chuẩn hiện hữu cũng như các thay đổi và thảo luận về các thay đổi tiềm năng của các quy định này.
