Trong đó, Luật quy định hai hình thức rút gọn, bao gồm rút gọn về quy trình (cho phép trình đồng thời việc đàm phán và việc ký điều ước quốc tế) và rút gọn về thời hạn, hồ sơ. Tuy nhiên, quy trình, thủ tục rút gọn sẽ không được áp dụng đối với các điều ước quốc tế thuộc thẩm quyền phê chuẩn, quyết định gia nhập của Quốc hội, do đây là những loại điều ước quốc tế quan trọng đòi hỏi phải thực hiện theo quy trình, thủ tục hết sức chặt chẽ.
