Một trong những lý do khiến đầu tư của các doanh nghiệp Việt Nam ra nước ngoài được đẩy mạnh là nhờ những tháo gỡ về mặt chính sách của Nhà nước ta, sau khi Chính phủ ban hành các Nghị định mới như Nghị định số 78/2006/NĐ-CP ngày 09/8/2006 quy định về đầu tư trực tiếp ra nước ngoài, Nghị định số 121/2007/NĐ-CP ngày 25/7/2007 quy định về đầu tư trực tiếp ra nước ngoài trong hoạt động dầu khí và Nghị định số 17/2009/NĐ-CP ngày 16/02/2009 của Chính phủ về việc sửa đổi, bổ sung một số điều của Nghị định 121/2007/NĐ-CP.

Theo thống kê của Bộ Kế hoạch và Đầu tư, tính đến ngày 20 tháng 3 năm 2013 đã có 742 dự án đầu tư trực tiếp ra nước ngoài của doanh nghiệp Việt Nam với tổng vốn đầu tư đăng ký đạt 15,5 tỷ USD. Các dự án đầu tư trực tiếp ra nước ngoài của doanh nghiệp Việt Nam tập trung phần lớn vào ngành công nghiệp khai khoáng với 99 dự án, tổng vốn đầu tư 4,6 tỷ USD, (chiếm 13,3% về số dự án và 46% tổng vốn đầu tư); tiếp theo là ngành nông, lâm, thủy sản chế biến với 80 dự án, tổng vốn đầu tư 1,9 tỷ USD (chiếm 10,8% số dự án và 12,6% tổng vốn đầu tư); công nghiệp điện đứng thứ ba với 1,8 tỷ USD vốn đầu tư, chiếm 12,1%.

Về địa bàn đầu tư, các doanh nghiệp Việt Nam không chỉ tập trung vào đầu tư ở các nước láng giềng hay đối tác quen thuộc như Lào, Campuchia hay Nga mà phát triển ra những khu vực xa hơn như các nước khu vực châu Phi, châu Mỹ, thậm chí cả những nước kinh tế phát triển như Ô-xtrây-li-a, Mỹ, Sing-ga-po, Nhật Bản… với tổng số là 59 quốc gia và vùng lãnh thổ. Trong số đó, Lào đứng vị trí thứ nhất với 227 dự án với tổng vốn đầu tư trên 4,2 tỷ USD (chiếm 30,6% số dự án và 27,1% vốn đầu tư), Cam-pu-chia đứng vị trí thứ 2 với 129 dự án, tổng vốn đầu tư đăng ký đạt 2,7 tỷ USD (chiếm 17,4% số dự án và 17,6% vốn đầu tư). Tiếp theo là Liên bang Nga (chiếm 15,2% vốn đầu tư), Vê-nê-du-ê-la (11,8% vốn đầu tư) và các quốc gia khác.

One of the reasons why Vietnam enterprises investment abroad is being promoted by the dismantling of the policy of the State, after the Government issued new decrees as Decree No. 78/2006/ND-CP dated 9/8/2006 regulation on direct investments abroad, Decree No. 121/2007/ND-CP dated 25/7/2007 regulation on foreign direct investment in the oil and gas activities and Decree No. 17/2009/ND-CP dated 16/02/2009 by the Government on the amendments and supplements to some articles of Decree 121/2007/ND-CP.According to statistics of the Ministry of planning and investment, as of 20 March, 2013 had 742 projects directly offshore of Vietnam businesses with total registered investment capital totaled 15.5 billion dollars. Direct investment projects abroad of Vietnam business focused largely on mining industry with 99 projects, total investment of 4.6 billion dollars, (accounting for 13.3% in terms of number of projects and 46% of total investment); next is the agricultural, forestry and aquatic products processing with 80 projects, total investment of 1.9 billion dollars (accounting for 10.8% of the number of projects and 12.6% of the total investment); electrical industry stood third with 1.8 billion invested, representing 12.1%.Of the investment, Vietnam enterprises do not only focus on investing in the neighbouring or familiar partners like Laos, Cambodia or Russia that grows out more distant areas such as the Africa region, the Americas, even the country's economic development as the box-xtrây-li-aSing, America, Singapore, Japan, with a total of 59 countries and regions.
