. Trách nhiệm quản lý vùng đệm
1. Ủy ban nhân dân cấp tỉnh, thành phố trực thuộc Trung ương chỉ đạo Ủy ban nhân dân cấp huyện, cấp xã thực hiện trách nhiệm như sau:
a) Tuyên truyền, vận động nhân dân trong vùng đệm thực hiện các biện pháp ngăn chặn xâm hại vào khu rừng đặc dụng.
b) Quản lý, sử dụng tài nguyên rừng đúng quy định hiện hành của Nhà nước và quy hoạch bảo vệ và phát triển rừng được duyệt.
c) Phối hợp với Ban quản lý khu rừng đặc dụng tổ chức triển khai thực hiện dự án đầu tư vùng đệm.
2. Ban quản lý khu rừng đặc dụng có trách nhiệm
a) Tổ chức các biện pháp thu hút cộng đồng dân cư vùng đệm tham gia quản lý khu rừng đặc dụng và thực hiện dự án đầu tư vùng đệm.
b) Phối hợp với Ủy ban nhân dân cấp xã lập và tổ chức thực hiện dự án đầu tư vùng đệm.
3. Tổ chức, hộ gia đình, cá nhân, cộng đồng dân cư cư trú hoặc có các hoạt động trong vùng đệm có trách nhiệm, quyền tham gia thực hiện, phối hợp quản lý dự án đầu tư vùng đệm.
