Công nghiệp năng lượng là một trong những ngành công nghiệp cốt lõi để phát triển công nghiệp trong nước. Trong các dạng năng lượng chủ yếu phục vụ cho sản xuất và tiêu dùng, năng lượng điện chiếm một tỷ trọng không nhỏ. Vì thế phát triển ngành điện luôn là mối quan tâm của toàn xã hội. Trong bối cảnh công nghiệp hóa, hiện đại hóa đất nước, ngành điện là ngành có vai trò chiến lược hết sức quan trọng, phải đi trước một bước để làm động lực phát triển cho ngành kinh tế.
Nếu như ở những lĩnh vực kinh doanh khác có nhiều doanh nghiệp trên cũng một “sân chơi”, doanh nghiệp nào có chất lượng sản phẩm tốt, phục vụ chu đáo, giá cả hợp lý sẽ được khách hàng lựa chọn. Thì điều này đã không xảy ra ở ngành điện tại Việt Nam. Khi người dân và các doanh nghiệp phải mua điện với mức giá định sẵn trong khi chất lượng dịch vụ, cung ứng còn rất nhiều tồn đọng và bất cập.
