Không chỉ khó khăn về phí và lãi suất, hợp tác tài chính kinh doanh giữa Việt Nam và Israel còn gặp khó khăn vì thủ tục hành chính của nước ta rườm rà, mất quá nhiều thời gian. Tập đoàn TH True Milk cũng phải mất 3 – 4 năm mới hoàn tất xong thủ tục hỗ trợ vay vốn (bắt đầu từ 7/2011, Chính phủ Việt Nam và Israel ký bổ sung 100 triệu USD cho dự án bò sữa của TH True Milk).
