Chapter 1: GENERAL INFORMATION ABOUT the PROJECT1.1 Introduction project Pursuant to decision No. 236/QD-BXD dated 18/3/2014 of Ministry of construction on the project of technical support to "promote energy efficiency in the construction industry" in the clean energy program USAID Vietnam (project VCEP).The clean energy project USAID Vietnam-improving the efficiency of energy use in the construction industry due to the international development agency of the United States (USAID) funding to support green growth strategy in Vietnam's construction industry and action programme attached. The program in coordination with the Ministry of construction to reduce power consumption in the country by improving the efficiency of energy use in the sector of building and promoting green building. Winrock International, the Contractor made the program, is a non-profit organization active in the United States and around the world. Winrock managed more than 100 projects in 73 countries, headquartered in Arkansas (United States) and a Spanish professional team with 160 employees in the United States, 900 employees and project offices in 31 countries. One of the content of the project is to conduct a detailed survey of the situation using the energy efficiency of buildings in the cities of Hanoi and Hai Phong city in order to serve for the construction of a national database on energy efficiency of buildings. At the same time, the survey results will be given to owners of buildings to study the solution effective energy use for buildings.Winrock two options the contractor perform the comprehensive survey in the northern area is energy-saving Center Hanoi and Aterlia. Each contractor will carry out a survey of 50 buildings in the city of Hanoi and Hai Phong city.
