CHƯƠNG 1: THÔNG TIN CHUNG VỀ DỰ ÁN
1.1 Giới thiệu dự án
Căn cứ Quyết định số 236/QĐ-BXD ngày 18/3/2014 của Bộ Xây dựng về Dự án hỗ trợ kỹ thuật "Thúc đẩy hiệu quả năng lượng trong ngành Xây dựng" thuộc chương trình năng lượng sạch USAID Việt Nam (gọi tắt là Dự án VCEP).
Dự án Năng lượng sạch USAID Việt Nam - Nâng cao hiệu quả sử dụng năng lượng trong ngành xây dựng do Cơ quan phát triển quốc tế Hoa Kỳ (USAID) tài trợ hỗ trợ Chiến lược Tăng trưởng xanh trong ngành xây dựng của Việt Nam và chương trình hành động kèm theo. Chương trình phối hợp với Bộ Xây dựng nhằm giảm tiêu thụ điện trên cả nước bằng cách cải thiện hiệu quả sử dụng năng lượng trong lĩnh vực xây dựng và thúc đẩy phát triển công trình xanh.
Winrock International, nhà thầu thực hiện chương trình, là một tổ chức phi lợi nhuận hoạt động ở Hoa Kỳ và trên toàn thế giới. Winrock quản lý hơn 100 dự án tại 73 quốc gia, có trụ sở chính tại Arkansas (Hoa Kỳ) và mội đội ngũ chuyên nghiệp với 160 nhân viên tại Hoa Kỳ, 900 nhân viên dự án và văn phòng đại diện tại 31 quốc gia.
Một trong những nội dung của Dự án là tiến hành khảo sát chi tiết tình hình sử dụng năng lượng hiệu quả của các công trình xây dựng trên địa bàn Thành phố Hà Nội và Thành phố Hải Phòng nhằm phục vụ cho việc xây dựng Cơ sở dữ liệu quốc gia về Hiệu quả năng lượng của các công trình xây dựng. Đồng thời, kết quả khảo sát sẽ được trao cho chủ công trình để nghiên cứu các giải pháp sử dụng năng lượng có hiệu quả cho công trình.
Winrock lựa chọn hai nhà thầu thực hiện khảo sát chi tiết tại khu vực phía Bắc là Trung tâm Tiết kiệm Năng lượng Hà Nội và Aterlia. Mỗi nhà thầu sẽ thực hiện khảo sát 50 tòa nhà tại khu vực Thành phố Hà Nội và Thành phố Hải Phòng.

The program in coordination with the Ministry of construction to reduce power consumption in the country by improving the efficiency of energy use in the sector of building and promoting green building. Winrock International, the Contractor made the program, is a non-profit organization active in the United States and around the world. Winrock managed more than 100 projects in 73 countries, headquartered in Arkansas (United States) and a Spanish professional team with 160 employees in the United States, 900 employees and project offices in 31 countries. One of the content of the project is to conduct a detailed survey of the situation using the energy efficiency of buildings in the cities of Hanoi and Hai Phong city in order to serve for the construction of a national database on energy efficiency of buildings. At the same time, the survey results will be given to owners of buildings to study the solution effective energy use for buildings.Winrock two options the contractor perform the comprehensive survey in the northern area is energy-saving Center Hanoi and Aterlia. Each contractor will carry out a survey of 50 buildings in the city of Hanoi and Hai Phong city.

Winrock managed more than 100 projects in 73 countries, with headquarters in Arkansas (United States) and each professional team with 160 employees in the United States, 900 project staff and representative offices in 31 countries .
One of the contents of the project is to conduct a detailed survey on the use of energy efficient buildings in the province of Hanoi and Haiphong to serve for the construction of the national database on energy efficiency of buildings. At the same time, the survey results will be given to research projects all solutions using effective energy for the project.
Winrock selected two contractors to perform detailed survey in the northern region is the Middle Energy savings Center Hanoi and Aterlia. Each contractor will carry out the survey of 50 buildings in the area of Hanoi and Haiphong.
