1. Khái quát hệ thống

Phần mềm quản lý đất đai được Sở Tài nguyên và Môi trường tỉnh Đồng Nai tự nghiên cứu xây dựng và đưa sử dụng quản lý hồ sơ địa chính cho 171/171 xã, phường của 11/11 huyện, thị xã, Thành phố trên địa tỉnh Đồng Nai. Hiện nay, để đáp ứng yêu cầu quản lý theo các quy định của luật 2013 và nhu cầu tiếp cận thông tin của cán bộ địa chính cấp xã,…

Trung tâm Công nghệ thông tin, đơn vị trực thuộc Sở Tài nguyên và môi trường tiếp tục nâng cấp phần mềm lên phiên bản 3.0 với giao diện Winform và Webform.


1.1. Công nghệ áp dụng

- Loại hình ứng dụng: Desktop GIS và WebGis;

- Mô hình ứng dụng: Client/Server;

- Môi trường để lập trình phát triển ứng dụng: Microsoft Visual Studio .NET kết hợp các công nghệ nền của Esri phiên bản 10.3 như: ArcGis Engine Developer Kit, ArcGIS Server;

- Hệ quản trị CSDL Oracle 11g kết hợp với ArcGIS Server của Esri để quản trị CSDL thuộc tính và không gian theo mô hình Geodatabase.

1.2. Quy mô quản lý


Phần mềm được thiết kế phục vụ công tác quản lý theo mô hình Văn phòng đăng ký đất đai một cấp:

Cấp tỉnh:

- Văn phòng đăng ký đất đai tỉnhthực hiện việc đăng ký cấp giấy chứng nhậnvà xử lý biến động đối với hồ sơ của tổ chức. Thẩm định trực tiếp hồ sơ trên phần mềm và thực hiện in giấy chứng nhận đối với hồ sơ do các Chi nhánh Văn phòng đăng ký đất đai tại các Huyện, Thị Xã, Thành phố thực hiện và trình ký.

- Chi cục quản lý đất đai sử dụng phần mềm để giám sát công tác xây dựng và hoàn thiện cơ sở dữ liệu địa chính, công tác cập nhật biến động thường xuyên, thống kê tổng hợp dữ liệu để phục vụ công tác. Cấp huyện:

- Chi nhánh Văn phòng đăng ký đất đai thực hiện việc đăng ký cấp GCN và xử lý biến động đối với hồ sơ của hộ gia đình, cá nhân. Luân chuyên hồ sơ cho phòng TNMT (hồ sơ cấp mới, chuyển mục đích sử dụng đất…) và Văn phòng đăng ký đất đai tỉnh (hồ sơ biến động…) để thẩm định.

- Phòng TNMT thực hiện tra cứu, tổng hợp thông tin để phục vụ công tác quản lý nhà nước tại địa phương.

Cấp xã: Cán bộ địa chính thực hiện tra cứu (thông tin hồ sơ, thông tin thửa đất, lịch sử biến động thửa đất…), tổng hợp các thông tin đất đai trên trang thông tin điện tử phục vụ cho công tác quản lý đất đai tại địa phương.

Lãnh đạo các cấp: thực hiện tra cứu nhanh về các thông tin đất đai (tình hình cấp GCN, tình hình biến động đất đai, kết quả xử lý hồ sơ…)

Người dân: Tra cứu thông tin thửa đất từ trang thông tin điện tử (tờ, thửa, diện tích, mục đích sử dụng đất, quy hoạch sử dụng đất…)

1.3. Mô hình tổng thể


Hệ thống thông tin đất đai được xây dựng theo kiến trúc client/server gồm 3 lớp.

Lớp ngoài là lớp ứng dụng bao gồm phần mềm “đăng ký cấp GCN và cập nhật thông tin biến động đất đai” được cài đặt trên các máy trạm (client). Người sử dụng muốn sử dụng chương trình phải đăng nhập với một tài khoản do quản trị hệ thống cung cấp. Tùy thuộc vào quyền mà tài khoản được cấp, người sử dụng chỉ được phép sử dụng các chức năng trong hệ thống theo phân quyền sử dụng; WebGis đất đai hỗ trợ cán bộ lãnh đạo các cấp, cán bộ địa chính xã, người dân tra cứu thông tin đất đai qua môi trường mạng Internet mà không cần cài đặt bất kỳ ứng dụng nào.

Lớp giữa là cổng giao tiếp chuẩn dữ liệu GIS. Trong đó, ArcSDE là cổng nối dữ liệu GIS giữa phần mềm đăng ký cấp GCN và cập nhật thông tin biến động đất đai, trang thông tin điện tử thông tin đất đai và hệ quản trị CSDL quan hệ (RDBMS). Ngoài ra, ArcSDE là thành phần chính trong quản lý dữ liệu không gian và chia sẻ đa người dùng. ArcSDE cho phép quản lý một geodatabase quy mô lớn, có khả năng hiển thị và cập nhật đồng thời bởi nhiều người, tốc độ truy cập và tìm kiếm cực cao.

Lớp trong là hệ quản trị CSDL Oracle 11g với sức mạnh quản trị hàng triệu bản ghi cùng các cơ chế bảo mật và toàn vẹn dữ liệu mạnh mẽ. Hệ quản trị CSDL là nơi lưu trữ trực tiếp toàn bộ dữ liệu không gian và dữ liệu thuộc tính.

1.4. Mô hình cơ sở dữ liệu


CSDL được tổ chức theo mô hình dữ liệu tập trung, toàn bộ CSDL đất đai cấp tỉnh được tổ chức lưu trữ tại trung tâm tích hợp dữ liệu do Trung tâm Công nghệ thông tin trực thuộc Sở TNMT quản lý vận hành, VPĐK cấp tỉnh và cấp huyện kết nối đến CSDL đất đai để quản lý cập nhật thông tin thông qua hệ thống mạng LAN, WAN của ngành. Cán bộ địa chính cấp xã, người dân và doanh nghiệp kết nối đến CSDL để khai thác thông tin thông qua hệ thống mạng Internet.
