“Luận chứng kinh tế kỹ thuật bổ sun

“Luận chứng kinh tế kỹ thuật bổ sung về thiết kế phục hồi và mở rộng NMN Thủ Đức lên 730.000 m3/ngày'' do Công Ty Thiết Kế Cấp Thoát Nước, Hà Nội đệ trình ngày 15/10/l990. Luận chứng này thay thế luận chứng cũng do Công Ty này lập năm 1983 và đã được UBND Thành Phố thông qua ngày 11/09/1987 và bao gồm thêm việc phục hồi và mở rộng NMN Thủ Đức lên công suất 730.000m3/ngày đồng thời mở rộng mạng lưới ống phân phối để cấp 680.000 m3/ngày cho khách hàng. Tuy nhiên, việc phục hồi và mở rộng các công trình này như đã đề nghị trong luận chứng không thể thực hiện được do trở ngại về tài chánh.
Chính Phủ, với các cam kết tái thực hiện nhằm triển khai chương trình này, đã tìm các nguồn tài chánh bằng các hiệp định tài chánh đa phương, do đó năm 1989 một luận chứng bổ sung được thực hiện.
