Cơ sở dữ liệu về TTDBTT và rủi ro thiên tai chưa thống nhất, không đầy đủ, thiếu chính xác, nằm rải rác ở các Bộ, ngành, các cơ quan trung ương và địa phương. Cơ chế quản lý và chia sẻ thông tin chưa có tính thống nhất và liên kết với nhau. Các chương trình và tài liệu đào tạo đã được xây dựng tuy nhiên vẫn cần tiếp tục có sự cập nhật và điều chỉnh dựa theo những khuyến nghị có trong kết quả đánh giá năng lực năm 2013 và Khung chương trình nâng cao năng lực. Các tài liệu này cần phải được chuẩn hóa và áp dụng cho các cán bộ nhà nước ở tất cả các cấp.
