Ngày 21/10/2002, tại hà nội, bộ trưởng bộ nội vụ Đỗ Quang Trung và ông Jordan Ryan, đạ diện thường trú chương trình phát triển liên hợp quốc (UNDP) tại Việt Nam đã thảo luận một thỏa thuận mới về quan hệ hợp tác trong lĩnh vực cải cách hành chính.
Theo đó, UNDP và một số tài trợ bao gồm Thụy sĩ, Hà Lan, Thụy Điển, Canada và Na uy đã đề xuất 1 dự án với tổng số vốn hỗ trợ là 5,5 triệu USD.
Mục tiêu trọng tâm của dự án nhằm hỗ trợ Chính phủ Việt Nam xây dựng 1 kế hoạch dài hạn và một cơ chế tổ chức thực hiện các hoạt động được đề ra trong chương trình tổng thể cải cách hành chính đã được thủ tướng chính phủ thông qua.
