- Khu vực có mực nước dưới đất đã bị thấp hơn mực nước hạ thấp cho phép của Ủy ban nhân dân tỉnh, thành phố trực thuộc Trung ương quy định; khu vực có mực nước dưới đất bị suy giảm ba (03) năm liên tục và có nguy cơ hạ thấp hơn mực nước hạ thấp cho phép;
