Sửa đổi các quy định về phân cấp nguồn thu, tập trung nguồn lực cho NSTW, tăng tính chủ động cho chính quyền địa phương trong việc khai thác, quản lý và sử dụng nguồn thu mang tính ổn định và gắn với chức năng quản lý Nhà nước của chính quyền địa phương (thuế nhà đất, phí, lệ phí,...)
