Về chi ngân sách, theo báo cáo bổ sung của Chính phủ, về cơ bản, việc bố trí, cân đối ngân sách đã đảm bảo hoạt động của bộ máy nhà nước, thực hiện các nhiệm vụ phát triển kinh tế -xã hội, củng cố quốc phòng - an ninh và đảm bảo các chính sách an sinh xã hội. Trong đó, chi đầu tư phát triển tăng 21,5% so với dự toán đầu năm và tăng 33,66 nghìn tỷ đồng so với số báo cáo Quốc hội, chủ yếu do tăng giải ngân 30 nghìn tỷ đồng bổ sung kế hoạch vốn ODA; chi thường xuyên tăng 1,7% so với dự toán, tăng 528 tỷ đồng so với số báo cáo Quốc hội; đặc biệt, chi từ nguồn vượt thu ngân sách tăng 69,37 nghìn tỷ đồng. Về chi thường xuyên, ghi nhận những cố gắng lớn từ phía Chính phủ, tuy rằng chi thường xuyên giai đoạn 2011 - 2015 ở mức bình quân khoảng 65% tổng chi ngân sách, tăng so với giai đoạn 2006 - 2010 (bình quân 54 - 55%) do thực hiện điều chỉnh tiền lương, chế độ phụ cấp công vụ và ban hành nhiều chính sách an sinh xã hội nhưng Bộ Tài chính, Ủy ban Tài chính- Ngân sách cho rằng, chi thường xuyên đã được thực hiện tiết kiệm tối đa. Nghị quyết về dự toán ngân sách của Quốc hội hàng năm đều quy định theo hướng yêu cầu tiết kiệm triệt để các khoản chi thường xuyên của từng bộ, ngành, địa phương; giảm tối đa kinh phí tổ chức hội nghị, hội thảo, khánh tiết; hạn chế bố trí kinh phí đi nghiên cứu, khảo sát nước ngoài, hạn chế mua sắm ô tô và trang thiết bị đắt tiền…
