Vì vậy trong việc chấp hành thu ngân sách xã không chỉ thuần túy là tổ chức thu nép mà để có thu, trước hết các xã, phường cần quan tâm tạo điều kiện cho sản xuất kinh doanh phát triển, đầu tư khoa học kỹ thuật chuyển đồi cơ cấu cây trồng vật nuôi ở xã,… có biện pháp nuôi dưỡng, tăng nguồn thu, khai thác tối đa năng lực sản xuất kinh doanh do xã, phường trực tiếp quản lý, tạo thêm việc làm và tăng thu nhập cho người lao động. Đồng thời phải có biện pháp quản lý chặt chẽ các khoản thu ngân sách xã.
