Trong gói thầu X ban đầu bao gồm tư vấn giám sát và đánh giá gói thầu xây lắp. Vì yêu cầu của tiến độ, Chủ đầu tư xin kiến nghị với adb cho phép chủ đầu tư được sử dụng nguồn vốn trong nước ( đối ứng) để thuê tư vấn đánh giá gói thầu xây lắp.
