Đặc biệt kết quả đánh giá năng lực về thể chế, tổ chức và kỹ thuật của Ban chỉ đạo và Ban chỉ huy phòng, chống lụt bão và tìm kiếm cứu nạn các cấp năm 2013 đã chỉ ra rõ những điểm mạnh và hạn chế trong công tác phòng chống thiên tai ở Việt Nam. Kết quả đánh giá năng lực cũng đưa ra một Khung chương trình nâng cao năng lực cho từng cấp và theo các chủ đề khác nhau. Tuy nhiên Khung chương trình này chưa được thể chế để đưa vào thực hiện
