Bước vào thập niên 90 của thế kỷ XX, trước những diễn biến nhanh chóng của tình hình thế giới và khu vực, Việt Nam ngày càng dành nhiều ưu tiên cao cho việc mở rộng quan hệ hữu nghị và hợp tác với các nước láng giềng trong khu vực nhằm phá vỡ thế bao vây, cô lập của các thế lực thù địch để tạo ra môi trường hòa bình, ổn định để phát triển đất nước. Đảng và Nhà nước ta đã tiến hành nhiều biện pháp để triển khai thông qua quan hệ đa phương với ASEAN và song phương với từng nước Đông Nam Á. Quan trọng nhất là, Việt Nam đã tích cực giải quyết vấn Campuchia và tích cực tham gia các diễn đàn ASEAN với tinh thần là một quan sát viên
