Chúng ta cũng chưa thống nhất các tiêu chí đánh giá khuyết tật, dạng tật và mức độ tật, nên dù đã có điều tra dân số song số liệu giữa các cơ quan chức năng khác nhau đưa ra là rất khác nhau. Chưa kể có một thực tế là nhận thức của cộng đồng chưa đầy đủ, nhiều gia đình không công nhận con mình bị khuyết tật.
