Cùng với sự phát triển của internet, xu hướng mua sắm trực tuyến cũng ngày càng phát triển. Trước năm 2000, hầu như có rất ít doanh nghiệp ở Việt Nam có website. Thương mại điện tử lúc này cũng chưa có gì đáng nói. Đến năm 2003, một số công ty bắt đầu tham gia thương mại điện tử, tuy nhiên vẫn còn mang tính tự phát, chưa được định hướng bởi chính phủ và các cơ quan chuyên môn nhà nước. Hạ tầng về pháp lí và công nghệ thông tin còn yếu, hiệu quả ứng dụng thương mại điện tử chưa cao. Đây cũng là năm đầu tiên Bộ thương mại bắt đầu cho ra ấn phẩm “Báo cáo thương mại điện tử Việt Nam”. Trong những năm 2003, 2004, các website sàn giao dịch B2B, các website rao vặt, các siêu thị trực tuyến B2C... đua nhau ra đời.
