Năm 1995, Ủy ban châu Âu đã chỉ định Liên hiệp các Hiệp hội CNTT Châu Âu (CEPIS) thành lập một tổ công tác xây dựng đề án chứng chỉ Châu Âu về kỹ năng sử dụng Máy tính; kết quả của Đề án này cho ra đời bộ chứng chỉ ECDL (European Computer Driving Licence) đầu tiên năm 1996 tại Thụy Điển;
